The significant growth in car mobility has both caused environmental problems, and reduced accessibility to towns. Measures are needed that discourage unneccessary car use (for example parking management, and road pricing), and strengthen alternatives to the car. It has been concluded that radial cycle networks have the most positive influence in promoting cycle use, but since each group places specific demands on the route, comfort, and directness of the network, it is impossible to design cycle routes that simultaneously satisfy all the user groups. The Dutch Traffic and Transport Consultants, Diepens and Okkema, and Delft University of Technology, created a Legislation Concept for the Piemonte Region in Italy. This concept is based on: (1) recognizing the vulnerability of cyclists (categorising them into User Groups); (2) designing User Group based local routes; (3) combining main local routes to form a 'Base Network'; and (4) selecting appropriate measures for car speeds and intensities parallel and perpendicular to the cycle route.
