Throughout the world, public transport authorities and operators are striving to implement integrated ticketing schemes using contactless smartcards as the ticketing medium. While some schemes have been successful, others have struggled, being subject to substantial time and cost overruns; some have even been shelved altogether mid-implementation. So how could an authority debating whether or not to implement such a scheme assess whether it is likely to be a success or failure? This paper outlines a methodology for just such an assessment. In particular it demonstrates factors critical to the likely outcome of a scheme that needs to be monitored closely prior to its inception and during subsequent stages.
