Developing a comprehensive freight policy for the United States.

This paper describes the new national freight transportation strategy in the USA. This was to address the effects of truck size and weight regulations and of changes in user cost mechanisms, vehicle design, improved administrative and enforcement procedures, and the effects of specific state restrictions on truck use of the highway system. Organisational changes were made in the American Association of State Highway and Transportation Officials (AASHTO). Policy documents were created making recommendations. A Size and Weight Subcommittee report was submitted. A freeze was recommended in the size, weight and route mileage of Longer Combination Vehicles. Weight restrictions on bridges were advised and safety recommendations made. Other recommendations were on finance, productivity and competition, environment, and research.
