This paper describes how the development of an enhanced motorway control system in Strathclyde, Scotland, is providing the focus for a new generation of integrated traffic control and driver information systems across central Scotland. The new system was designed to offer flexibility by means of a modular concept. Inductive loops help to obtain traffic data and detect incidents. Closed circuit television is linked in and variable message signing is used. The motorway control system was required to be linked with the urban traffic control system, aiming to automate the procedure of diverting traffic flow from an incident location. The project re-assesses institutional practices and creates a framework for inter-agency co-operation. Further, it enables involvement with European initiatives and can be linked to the needs of integrated transport planning for Glasgow city centre.
