Developing incident management plans by simulation : a case study in Sydney.

In 1998 the NSW Roads and Traffic Authority (RTA) engaged UNSW to investigate the use of the SITRAS model for incident management. In the first phase of the project, a comparative analysis of the Sydney road network (the 'Oxford Street network') was conducted in 1999, in order to draw a first comparison between the TRITRAM and SITRAS models, and to formulate recommendations for further developments of the incident modelling software package. This paper presents the findings and conclusions of a second case study. The objective of this study is to demonstrate the benefits of incident simulation in the development of incident management plans. The paper describes the details of the M2 case study, a comparison of the simulations outputs, a summary of the conclusions of the project and some recommendations for further work.
