This paper describes how the detailed measures on Priority (Red) Routes in London have been developed, and how they will be introduced and monitored in future. It first presents the aims of this initiative, started by the Department of Transport (DTp) in 1992, and its specific objectives. Red Routes do much more than provide a new set of parking and vehicle loading controls; they result from a comprehensive and detailed review of all aspects of traffic management along their roads, and aim to produce a balanced package of measures benefitting all road users. "The Network Plan" contains detailed advice and requirements for the preparation of Trunk Road Local Plans and Local Road Local Plans. Improving conditions for buses is a high priority on trunk roads, and innovative bus priority measures are being sought. All Local Plan measures are subject to a full safety audit. The needs of pedestrians, cyclists and people with disabilities are being considered. The implementation programme was designed to minimise the risk of creating through routes, but may be revised as soon as its costs become clearer. The London Traffic Director is legally required to monitor the operation of the Red Route Network and, if necessary, modify its measures.
