Developing a statewide ITS strategic plan, business plan, and architecture : the Kentucky experience.

Like many other states, Kentucky has recognized the need for vision and strategic planning with respect to ITS technology deployment. This prompted some key individuals within the Kentucky Transportation Cabinet to begin a process nearly five years ago that has culminated in an ITS Strategic Plan, an ITS Business Plan, and a Statewide ITS Architecture. When the process began in 1997, those involved probably did not know what they were getting into. They certainly did not have the entire process laid out during those early days. However, due to some wise decisions and some good fortune along the way, the process has followed a logical path and resulted in some highly useful products. The purpose of presenting Kentucky's experience is not to imply that Kentucky's process is better or that other jurisdictions should do it the same way. It is simply to share our successes and challenges, in the hope that they may prove useful to others who are venturing down the same path. This paper focuses primarily on describing the process that was followed, without providing a lot of detail on the final products.
