The United States has undertaken an ambitious effort to develop a national IVHS/ITS architecture by mid-1996. U.S. DOT and ITS AMERICA have established a consensus building process enabling the diverse community of IVHS/ITS stakeholders to participate throughout the architecture development program to ensure that the architecture best meets their collective needs. This paper provides an overview of the architecture development program, describes the consensus building process and highlights the lessons learned to date. (A)
