In 1997, MVA was appointed to conduct the Zagreb Urban Transport Study in Croatia. This paper describes the development of this plan, which worked forward in time, rather than starting with the furthest forecast year and working back; this was because of the relatively high degree of uncertainty in the forecasts used. The paper begins by describing Zagreb's current public and private transport systems; it includes two route maps. The three main public transport modes in the city are tram (64% of ridership), bus (32%), and rail (4%). 48% of households have no access to a car, 43% have access to one car, and 9% have access to at least two cars. The plans objectives are to: (1) increase the transport system's economic efficiency; (2) protect the environment from the harmful effects of transport; (3) improve travellers' safety; and (4) enhance accessibility. The plan's steering group established constraints on City Council, Central Government, and other policies, within which the plan had to develop. The paper also discusses current problems of the transport system, forecasts, the development of plans, and, in some detail, the recommended policies of the Transport Master Plans for 2005 and 2010. Appraisals of economy, environment, safety, and accessibility, and supporting analyses of equity, affordability, and financial sustainability were made.
