This paper is based on the development of accessible routed services in the West Midlands which has been undertaken in two separate but related forms: (1) experiments to develop routed services within the operating area of an existing dial-a-ride service, as one of the stages in the effective development of this service; and (2) development of routed services in an area where there are no purpose designed accessible passenger transport services. The processes of implementation are discussed with particular reference to: (A) the objectives of accessible service provision in relation to appropriate destination selections for feasible services; (B) the acquisition and analysis of trip and passenger information to facilitate effective and appropriate service specifications for routed services. Differences in design relating to existing services and expectations; (C) the relationships between service delivery, communication and take up of services; and (D) implications in deregulated environment.
