Analysis of data on young drivers in the national mass data system on road crashes maintained by the federal office of road safety, shows that 17 to 25-year-old drivers are over-represented in casualty figures. A model graduated licensing strategy recommended for consideration addresses the specific elements known to be associated with increased crash risk in this age group (e.g. peer influence, alcohol and night driving). the application of a graduated licensing package is discussed, including an analysis of the issues relating to the implementation of driving curfews on young drivers, passenger restrictions and alcohol limitations.
