Development of guidelines for location of passing lanes on two-lane roads.

This paper presents a discussion of warrants for provision of passing lanes on rural two-lane highways, and developments of passing lanes warrants for the state of Kansas. Warrants for passing lanes are considered to involve two sub tasks: (1) the process of selecting appropriate highway sections; and (2) the process of selecting the physical location along the previously selected section. Guidelines reviewed combined the two processes that may lead to an inefficient process where passing lanes are located at the wrong places. It is recommended to evaluate the provision of passing lanes at two stages. At the network level low, prevailing level-of-service should be identified and selected for improvement. At the second level, the project level, the selected sections should be ranked based on some prioritising scheme such as a cost benefit analysis. The paper compares available guidelines and gives examples of using the two-step network-project framework. (A)
