This paper draws on the experience gained from the Penrith Road Maintenance Management Contract administered by the Roads and Traffic Authority of New South Wales (RTA). As part of the RTA's initiatives to improve the effectiveness and efficiency in the delivery of road maintenance services, the RTA contracted out the maintenance management function of a couple of networks in the Sydney region. However, to be able to demonstrate the achievement of these objectives it was decided to try and implement a series of performance indicators to monitor the performance of the Maintenance Manager. The paper reviews the structure, extent, resources, business systems and operation of the Penrith Road Maintenance Management Contract and the development of various performance indicators. These cover items such as: report timeliness, report accuracy, budget planning, road maintenance rating, expenditure per lane kilometre, etc. Initial indicators were established and a trial initiated to evaluate their applicability and usefulness. The trial was in place at the time of writing the paper. The indicators can be used to monitor the ongoing performance of a maintenance manager or compare the performance of maintenance managers in similar roles. (A)
