The Institute of Transportation (IOT) has begun its task on the development of Intelligent Transportation System (ITS) master plan to govern the guidelines for ITS development and deployment in Taiwan since 1999. After accomplishing ITS master plan in 2001, the IOT continues its task to study on "ITS system architecture (SA)" and "ITS benefits evaluation". The main objective of this paper is to present the developing process and content of the master plan and system architecture in Taiwan. This research establishes the ITS master plan and ITS SA by reviewing worldwide ITS development experiences and considering the subjective/objective conditions in Taiwan. Through the traffic problems analysis, policy goals identification, and supply/demand survey procedure, six policy goals and four transportation goals with fourteen objectives are decided in the master plan. Besides, seven ITS developing areas with twenty-one user service items are also specified. Based on the user service items, this study proposes implementation strategies framework, schedules and organizations finally. By following the developed ITS master plan and system architecture and updating the content routinely, it is hoped that facilities "Interconnectability", data "Interchangeability", operation "Interoperability" (3I) and "Consistency", "Compatibility" (2C) will be achieved when implementing ITS services in the near future.
