VicRoads, the road authority for the state of Victoria, Australia, is developing a strategy for the management on its metropolitan freeways, focusing primarily on the state's capital city, Melbourne. VicRoads' purpose is to serve the community and contribute to the social, economic and environmental development of Victoria and Australia by managing the Victorian road network and its use as an integral part of the overall transport system (VicRoads Corporate Plan 2002-2004). Melbourne, Australia's second largest city has a population of 3.4 million and is spread over an area of approximately 1700 square kilometers. Central Melbourne can be accessed by any one of four radial freeways (the Monash Freeway, Eastern Freeway, Tullamarine Freeway and the West Gate Freeway), each of which carry close to or in excess of 100,000 vehicles per day. A number of other existing freeways in the Melbourne Metropolitan area, namely the Mornington Peninsula Freeway, the Calder Freeway, the Princes Freeway, the Western Freeway, the Western Ring Road and the Hume Freeway will also be addressed by the strategy. In addition, future freeways such as the soon to be started Scoresby Freeway, will be addressed by the strategy.
