Four major problems dominate as a cause for accidents: (1) novice driver development; (2) mobility and impairment of older drivers; (3) fatigue and inattention; and (4) aggressive and impulsive behaviour. Individually, each of these problems has proved difficult or perhaps even impossible to solve. This paper examines the various economic, social, political and organisational factors that must be dealt with if we are to successfully develop solutions to the problems within a reasonable time frame. Based on the realities imposed by these factors it then proposes a model - a cost-effective program for dealing with them.
