This paper was presented at the `Privatized maintenance : making it work' session. These proceedings are available on CD-ROM. This paper details the development of network level road maintenance and rehabilitation performance models for the primary highway network in Saskatchewan, Canada. The subject of this paper covers some of the technical and organizational aspects of a two year reengineering project that was successfully completed in 1995. The project implemented network and project level Pavement Management Systems that enabled the Department to integrate the road rehabilitation and maintenance programs into one optimized preservation program. The paper discusses the major technical and organizational issues addressed including: Creating the change management team; Identifying the internal champions for change; Developing an accurate measure of condition to drive all physical surface work.
