Increased attention to the impaired driving problem combined with deterrence strategies have led to great progress during the last decade in reducing alcohol-related traffic fatalities. The current project attempts to build upon the significant role that changing social norms has played in the reductions in impaired driving by developing and testing a norms-based countermeasure. Information from related NHTSA projects was reviewed in order to identify themes that might be useful for the development of countermeasures for the present group. Focus groups were conducted with members of the target groups to test preliminary program ideas and to help with the formulation of program descriptions. (A)
