This paper describes the development of a travel time engine capable of using raw data from GLIDES to develop travel times throughout the Singapore road network. The system components consist of historical data, dynamic data, the network geometry and connectivity, and, of course the software which ties all of these together and produces optimal routes and travel times between any two nominated points in the traffic network. All of this information allows point-to-point travel times for specific routes to be calculated and updated. The resultant model is developed and displays reasonable travel times and route choices. The results show that it is viable and cost effective to utilise a rich, hitherto untapped, source of data providing comprehensive coverage of the Singapore road network to generate journey times. The travel time model developed is the ideal 'fusion engine' to incorporate other real time feeds such as from EMAS, TrafficScan, and other sources in order to provide a comprehensive coverage of Singapore.
