This paper reports on the development of a probabilistic modal split model for private and public transport modes. In the model, the binary modal choice is dependent on generalised costs of travel of each mode, classified by two purposes of trip making for car owning households. Both observed and synthetic network generalised costs are incorporated in the model development.
