This paper discusses traffic signal control strategies for the Real-Time, Traffic Adaptive Control System (RT-TRACS), which is being developed under contract with the U.S. Federal Highway Administration. The strategies in RT-TRACS consist of a multi-level design which permits the system to be built up gradually and to offer varying degrees of responsiveness depending on network and traffic characteristics. A principal goal of the multi-level design is to invoke a selected control strategy when it can provide the greatest benefits and thus maximise the performance of the system. (A)
