FDOT is seeking the services of an experienced independent research organization to study and develop a methodology for collection of valid O&D data that does not involve interruption of traffic flow. A particular concern that was identified by FDOT is the capture of O&D data related to freight movement. The purpose of this effort is to develop an appropriate methodology to collect third data that will then be tested and evaluated in a subsequent project. This report explores passenger transportation and freight movement trip origin and destination survey methodologies. The report examines the advantages and disadvantages of select methodologies and recommends different methodologies for passenger transportation and freight movement trip origin and destination surveys.
