On November 20, 1986 an international seminar on "Recent developments in road safety research" was held in The Hague on the occasion of the departure of Prof. Asmussen as director of the Dutch Institute for Road Safety Research SWOV (see IRRD 800967). In this report the closing lecture is presented. A condensed account of the experience and knowledge gained by the author over 23 years is given. The dynamic system approach of traffic safety with its principles and the phase model of the accident process, introduced by the author in those years are still used by many research workers in the field of traffic safety. It must be realised how important it is for all the authorities that have an influence on traffic safety to apply the same conception. It is the lack of coherence between all the decision makers that has become a critical issue pointing to the need for a common conceptual framework for the control of road safety so that all the efforts directed to improving traffic safety can be integrated.
