Development of a SATURN network for the South Circular Assessment Study : a two tier approach.

Travers Morgan were commissioned by the Secretary of State for Transport in November 1984 to undertake the South Circular Assessment Study (SCAS). This was one of four such studies commissioned to tackle the transport problems in some of London's main traffic corridors. Stage 1 of the Study, which lasted until December 1986, was primarily involved with the identification of transport related problems within the South Circular corridor between Wandsworth and Eltham. Having identified such problems, the aim of Stage 2 of the Study has been their amelioration in the form of improvements to both the highway and public transport networks together with other associated traffic measures. As part of this appraisal, it was felt necessary to develop a local highway model for the South Circular area. The model chosen for use in all four Assessment Studies was SATURN (Simulation and Assignment of Traffic in Urban Road Networks). This paper details the two-tier approach that Travers Morgan adopted in the production of their SATURN network using software developed in-house.
