Conventional travel cost function in traffic assignment model is symmetric type, so these functions cannot calculate travel time and junction delay in the network with link interactions. Asymmetric travel cost function has advantage for considering link interaction. This cost function therefore is adapted in this study. In this study, the development and approach method for estimating the effects of progression on delay at signalized intersections and reflecting this effect to traffic assignment model are presented. User Equilibrium assignment model with asymmetric cost function, Webster signal control policy, Webster's junction delay function extended to oversaturated region, Max Band progression model are combined and simulated in a frame.
