Parsons Brinckerhoff Quade & Douglas, Inc. conducted an independent review of the internet, state design manuals, and transportation engineering publications looking for information, research, and recommended practices on turning lane warrants, lane length requirements, and other related information. In addition to the literature search, a survey was sent to representatives in the consultant community and state departments of transportation to determine their current practices for warranting storage lanes (both right and left turns) at signalized and unsignalized intersections and for determining the required storage lane lengths. Each warrant methodology was compared to the others to determine the ones that provided the threshold results that were most consistent with PENNDOT policy for maintaining acceptable levels of service for rural and urban areas. A novel approach was used to collect data for field verification of the various methods. Several signalized and unsignalized intersections were videotaped from above using a helicopter.
