The disconnect between law and policy analysis : a case study of drivers and cell phones.

Though cellular phone use has ballooned in the past twenty years, its use while driving continues to be associated with controversy. The authors of this paper argue that there is a discontinuation or disconnect between policy analysis of cell phone use and legislation regarding its use. They explore possible explanations for this state of affairs, and suggest some possibilities about institution design, which might help to address complex regulations.
