Distance measurement for distance-based charging : a non-trivial issue.

The Netherlands are investigating the possibility to use the distance driven as the base for charging private vehicles. The distance measurement has to be reliable, accurate and resistant to fraud. Current odometers for private cars do not comply with any of those demands. In this paper results are presented of an exploratory study to a "new style odometer". Techniques have been judged and preferred options have been presented. Greatest bottlenecks are fraud and installation. Since there are many possibilities for fraud, a threat-analysis should be carried out. Retrofitting gives rise to many problems, therefore it is recommended to install the "new style odometer" as part of car-manufacturing. For the covering abstract see ITRD E209471.
