This synthesis study reports on the kinds of practices currently underway in transit agencies with diversity initiatives. It identifies where in the organization these programs and plans have been placed, who has accountability and oversight for diversity initiatives, and the practices that have been succesful. Four case studies provide perspectives from the viewpoints of both management and employees. Two consultants share their experiences with diversity implementation. The study shows how diversity practices and processes have been incorporated into the overall business plans and agendas of transit agencies, as well as resource allocation for diversity initiatives. The study also reports on the kinds of performance measures used to gauge the progress of diversity implementation. Trends and similarities in diversity implementation are discussed, as well as program practices that are recognized as industry successes. The synthesis study concludes with the identification of unmet needs and suggestions for future research that will aid the industry in its efforts to implement effective diversity initiatives and programs.
