The capacity of transport infrastucture in The Netherlands is under pressure and the possibilities for meeting the demand are limited as well. Therefore, the scarce capacity has to be ditributed, as some road users are more important than others. The Second Transport Structure Plan's (SVV-II) choice in this target group approach in favour of business-traffic and goods-traffic seems a little arbitrary upon closer examination as other target groups can be identified as well. The first experiments concerning target group policy on national highways are not yet encouraging. In the larger towns, target group measures have been applied for quite long time. Partly based on these experiences, this paper describes describes the possibilities for selecting various groups and the possibilities for facilitating them. On top of that, a number of interesting combinations of target groups is presented.
