Does roadway luminance correlate with visibility metric of CIE 19 /2?

The roadway lighting committee of the illuminating engineering society of North America has just approved a new standard practice for roadway lighting. The design criteria are based on two equally acceptable metrics- - pavement luminance or illuminance. The decision of which to use is left to the discretion of the designer or specifier. This paper evaluates the correlation between the pavement luminance criteria and the visibility model (VI) of CIE 19 /2.
