Samenvatting
Some theoretical and methodological problems which came forward in a study to the possibilities of reorganisation of the West German Ministry of Transport, are presented and some empirical results are discussed. The aim of the study was to analyse the internal structure to formulate proposals, which could improve the ability of the Ministry as a policy-maker in the field of traffic and transport.
