Samenvatting
In 1981 the use of safety belts inside built- up areas in the province of Friesland was about 50% and outside built up areas about 70%. Therefore it was decided to held a campaign to increase these percentages. Because the police did not take strong action to the non users, it was decided to motivate the police. The set- up of the campaign is presented here.
