Drastic measures for reducing traffic casualties.

Samenvatting

The objective of this paper is to outline rational framework for consideration of traffic safety measures, and to show that drastic measures are not only justifiable but may even be made acceptable if the benefits can be adequately identified. Illustrations are given of the major trade offs between the costs and benefits of safety measure. The measures considered include reductions in speed limits and automated enforcement system, the removal of driving privileges from large numbers of drivers, and massive expenditures for safety improvements in the road system.
