Road accidents are the primary cause of death among 15-29 year olds throughout the world. According to data collected by American insurance companies, the highest rate of accidents per kilometers traveled was found among young drivers. The rate of accidents among 16 year old drivers was highest and was four times higher than the rate among drivers aged 30-592. The involvement of young drivers in accidents was found to be high, both relative to their percentage of the overall population and relative to their kilometers traveled. Each year, approximately 100,000 new drivers become licensed to drive in Israel; most of whom are between the ages of 17 and 24. As this age group comprises the most significant risk group, this paper will explore the steps that these drivers must complete in order to be issued their first driver license. Israel's licensing process will be compared to that of a number of European countries. (Author/publisher)
