As a result of the public policy expressed in the Highway Safety Act of 1966, more attention is being given to reducing accidents and more federal and state funds are being allocated for that purpose. An urgent question facing the nation is how to spend additional funds effectively to improve traffic safety. To help find answers to this question, the national highway safety bureau (NHSB) contracted with the institute for educational development (IED) to develop a concrete plan for evaluating the effectiveness of current or proposed driver-licensing programs. To achieve the objectives of this study, IED brought together a seven-man study group that met monthly in productive confrontations among the differing points of view scientists and practitioners representing law, systems analysis, psychology, sociology, education and driver-licensing administration.
