Samenvatting

This report determines: (1) whether and how authorities responsible for issuing and renewing driving licenses in eight European Commission Member States (Belgium, Denmark, France, Germany, Italy, Spain, The Netherlands and The United Kingdom) are in fact meeting their present obligation to ascertain applicants' lack of impairment due to the use of illicit drugs or drugs used for legitimate medicinal purposes; and (2) whether those authorities plan to modify screening procedures in response to the new European Council Directive 91/439/EEC of 29 July 1991.
