This paper considers a possible way of minimising the risk of drivers being under the influence of drugs. Risk minimisation requires political will to operate across country borders. The paper describes a model of police involvement through education in recognition of drugged drivers and recommends involvement of the whole community including offender and victim in rehabilitation.
