Samenvatting

This paper considers a possible way of minimising the risk of drivers being under the influence of drugs. Risk minimisation requires political will to operate across country borders. The paper describes a model of police involvement through education in recognition of drugged drivers and recommends involvement of the whole community including offender and victim in rehabilitation. Economic factors are brought in by suggestion of payment being made by conversion of international debts. For the covering abstract see ITRD E113725 (C 22328 CD-ROM).
