Recent studies in Germany show an increasing problem of illegal drugs in road traffic over the past few years. In 1995 the estimated number of regularly intoxicated drivers reached 250,000. The number of drivers referred to a medical-psychological test because of illegal drug delinquency in the same year amounts to 4,507. The rehabilitation of drunken drivers has proved its effects on traffic safety in the past. The enlarging target group of illegal drug offenders triggered off the idea to apply the knowledge about alcohol intoxicated driving to this similar risk. The rehabilitation programme "Drugs and risks in road traffic" (DRUGS) has been developed as a joint project of AFN and TUE Hessen. The theoretical background, aims and objectives are described. The selection criteria and procedures used to refer offenders in this programme are discussed. First experiences with the implementation and with the participants are presented. (A)
