ITS began in Japan with the application of VICS (Vehicle Information and Communication System) in 1986 and the scheduled application of ETC (Electronic Toll Collection) soon after. Since VICS and ETC hardware both require separate dedicated DSRC (Dedicated Short Range Communications) systems to provide each service, the burden on the user receiving these services was great in terms of cost and space. Plans call for Smartway to be used to providing safe cruising assistance services by 2003. Advanced Cruise-Assist Highway System Research Association (AHSRA) is studying requests for the introduction of a new DSRC system at that point. Goals call for this DSRC system to provide not only realtime cruise-assistance services, but a variety of general ITS services as well. This paper describes the services that the new DSRC system provides, DSRC requirements for the services, and problems needing to be addressed for the implementation of the DSRC system.
