Over the next few years in the Netherlands a lot of work will be done to realise a `sustainably safe' road network. This means a big modification of the road network. By realising advanced infrastructure an increase of mobility and a change in modal split can be expected, when based on the assumption of constant travelling budgets. For both an urban and a rural environment three criteria for maximum-driving-time on road catagories are studied. New methodical insights can be derived from this study as well as insights into effects of a `sustainably safe' network: not only quantitative, but also qualitative effects are found. The phenomenon of a `light flow-function road' is introduced in the study and appears to be promising. (A)
