This paper describes research on the problems of evaluating alternative traffic control improvements in large urban street networks. Dynamic simulation and data display techniques have been developed and applied to the traffic control problem. The Dynamic Highway Transportation Model (DHTM) and Display of a Measured Traffic Network (DMTN) are computer programs can be used to simulate the dynamics of traffic flow and to evaluate the results of traffic engineering and control alternatives. These tools form the basis for an SRI- developed traffic operations and control evaluation methodology involving data gathering, simulation, and display.
