Easing the traffic in Instanbul : at what price ?

The paper proposes the use of a model, based on the Analytical Hierarchy Process (AHP), to find a way to reduce the traffic problem on both sides of Istanbul. The model ranks the possible alternative solutions according to their composite benefit-to-cost ratios. The AHP was selected for this purpose due to its efficacy in analysing a problem by breaking it into subsystems, its power to deal with multiple objectives, its inclusion of interactive effects and its relative ease of computation. The results rank the stated options such as a new bridge, a tunnel and improved boat and ferry services, according to benefit-cost criteria.
