A study was conducted to investigate airport costs, focusing on labour costs as the dominant cost component. Helsinki-Vantaa airport, Finland, was the case study airport. Tables are presented of the airport services (terminal air traffic control services, manoeuvring area services, apron area services, passenger services, ground transport services) and their customers and producers, the costs of infrastructure services at the airport in 2000, the average numbers of personnel per hour in the airport, scheduled person-hours, aircraft movements and passengers in the airport. The relationship between airport staff costs and aircraft movements were analysed in an hourly pattern. The models that were developed allowed an easy calculation of marginal airport costs. The marginal effort for an extra aircraft movement was estimated to be on average 0.6 person-hour from the airport personnel, valued at an extra €22.6.
