The British Columbia Ministry of Transportation and Highways has adopted, on a trial basis, the Social Cost Benefit Analysis (SCBA) over the last year as an additional decision criterion in routine planning and budgeting of highway investments. Software incorporating state-of-the-art models and data was developed in-house for the purpose. The paper summarizes the experience gained over the one year's trial period, and gives examples of completed applications. Urban road project evaluation, environmental effects of roads, economic analysis for pavement management, and multi-year highway investment program planning are on the list of current and planned technical developments.
