Economic appraisal and ranking of road safety measures.

The main tasks of the group of experts advising the Swedish Road Safety Office and the Swedish Transport Research Board in preparation for the Government Road Safety Programme for 1990 were to: 1) develop a method for economic appraisal and ranking of safety actions, 2) propose necessary safety actions to attain the safety goals at lowest possible socio-economic cost, 3) identify deficiencies in knowledge and methods. This report presents the group's recommendations. Cost effectiveness calculations were made for ca 35 safety actions. Suggested actions along with estimations of accident rate reductions are also presented. The group suggest that the following actions should be taken: - lower speed limits on rural roads, combined with increased speed enforcement and reduced tolerance limits at speed checks, - a large number of minor road and traffic engineering measures (e.g., improved junctions, tunnels and bridges for pedestrians and cyclists and speed reduction devices in urban streets), - improved protection at railway crossings, - construction of new motorways.
