Driver education and training has been a staple in North Carolina schools for nearly half a century. “Driver ed” was first offered to high school students in the state in 1953. Since 1965 driver education has been fully funded by the state, although the specific source of funds has varied over the years. In fiscal year 2001 most of the program’s costs were supported by the state’s Highway Fund, although a small portion came from the General Fund. (A)
