It is recommended by the Committee that before persons are issued with permits to learn to ride a motorcycle on the highway, they should be assessed as having obtained acceptable standards in controlling motorcycles. For ease of accessibility by inexperience motorcycle riders, the establishment of four motorcycle training centres are recommended.
