A vision on accessibility for passenger car transport in the province Zuid-Holland - (inter)national. interregional and regional. In this article, a methodology is presented to construct a structured vision on accessibility for passenger car transport in the province Zuid-HoIland. This vision is presented in the form of a stepwise structured algorithm. The vision on accessibility is based on relevant service areas (measured in kilometres) of major economic areas. The service areas and corresponding trips are subdivided into the following segments: (inter)national (80-300krn), interregional (30-80krn), and regional (10-30km). The vision continues by setting minimum standards for these segments on accessibility (in terms of average trip speed), identifying the roads which should be used by traffic within each segment, and checking the stated standards and other decisions made by means of an traffic model. In this manner, a vision on road traffic accessibility is constructed which starts with setting the wishes of the travellers first and finds a way to treat trips of various lengths equally but not necessarily uniformly. Given clear and realistic choices on accessibility standards, passenger car use, public transport and cycling can be equally balanced. (Author/publisher)
