One of the Dutch regions asked SWOV to help with the development of a decision-support instrument for safe speeds and credible speed limits, hence abbreviated to SSCS. This report describes an initial impetus to the functioning of this instrument which is yet to be developed: the SSCS model. The model that we currently have in mind roughly consists of three parts: - an input segment in which data on the road, surroundings, speeds, traffic volumes, traffic characteristics, crashes, enforcement activities, etc. is gathered; - a diagnosis segment in which an inventory is made of problems and possible solutions, based on a number of logical and well-founded steps; - an output segment that makes recommendations to the user, based on the decision-heuristics. This involves a comparison between various possible solutions and the necessary measures. The information required consists of the function of the road in the network, consistency with connecting roads, and cost-effectiveness of measures. There is also the possibility of the mutual comparison of roads to determine priority. Finally, it is recommended to link the instrument to the road maintenance schedule.
